There are a variety of laws regarding fireworks in Washington, D.C., including fees fireworks stores must pay in order to sell fireworks to the general public and license fees for putting on fireworks displays of a certain size. In D.C., it is illegal to manufacture fireworks. Display fireworks must be approved and require a license.

The following types of consumer fireworks are allowed in Washington, D.C.:

  • Torches
  • Sparklers less than 20 inches in length
  • Cones
  • Fountains
  • Box fire
  • Paper novelty items
  • Non-poisonous snakes
  • Colored lights
  • Other fireworks specifically approved by the D.C. Fire and EMS Department

The following types of fireworks are illegal in the District of Columbia:

  • Firecrackers
  • Fireworks that explode like cherry bombs, salutes, roman candles, floral shells, artillery shells
  • Fireworks with side fuses
  • Sparklers more than 20 inches in length
  • Fireworks containing mercury, arsenic tetryl, phosphorous, sulphocyanide, mercury, magnesium, potassium picrate, gallic acid, chlorate compounds, gunpowder, sulphur, chlorate or potash and sugar, or any highly oxidizing agent
  • Fireworks that move after being lit, including bottle rockets, parachutes, buzzbombs, pinwheels, helicopters, and jumping jacks
